
Gweru Residents and Ratepayers Association (GRRA) has been instrumental in advocating for improved service delivery, transparency, and community engagement in Gweru, Zimbabwe. One notable example of funding partners’ impact, Federick Ebert Stiftung Zimbabwe (FES-Zimbabwe) is the Capacity Building Programme for Councillors in Zimbabwe. Launched in 2023, this initiative was a collaboration between GRRA and the Midlands State University (MSU) through the Centre for Public Policy and Devolution.
The program aimed to equip newly elected councillors with the necessary skills to perform their roles effectively. Funding facilitated the development of a hybrid training approach, combining theoretical knowledge with practical application.
This comprehensive training covered aspects such as understanding local government systems, legislative frameworks, policy formulation, financial oversight, community engagement, project planning, and gender mainstreaming. The success of this pilot program in Gweru has set a precedent for similar initiatives across Zimbabwe.
Funding partners such as Swedish International Development Cooperation Agency through Diakonia Zimbabwe have also enabled GRRA to enhance citizen participation in local governance.
Through financial support, GRRA has established platforms for residents across all 18 wards of Gweru and three wards of Vungu rural district to engage with local authorities. These platforms empower residents to voice their concerns, contribute to decision-making processes, and hold officials accountable, thereby fostering a culture of transparency and responsiveness.
Beyond governance, funding partners have supported GRRA’s environmental initiatives, such as tree-planting campaigns aimed at promoting sustainability and improving the urban landscape. These projects not only enhance the aesthetic appeal of Gweru but also contribute to environmental conservation efforts, aligning with global sustainability goals.
Despite the significant contributions of funding partners, challenges such as resource constraints and the need for continuous capacity building persist. To address these issues, GRRA aims to diversify its funding sources and strengthen existing partnerships. This strategic approach will ensure the sustainability of its programs and the continued empowerment of Gweru’s residents.
